The Convention on Environmental Impact Assessment in a Transboundary Context, (the Espoo Convention) and its Protocol on Strategic Environmental Assessment (SEA) provide a legal framework and clear procedures for the comprehensive integration of environmental and health concerns into development activities, plans and programmes, in all economic sectors. The Espoo Convention was adopted in 1991 and entered into force on 10 September 1997. It presently counts 45 Parties (44 UNECE member countries and the EU). It was supplemented in 2003 with a Protocol on Strategic Environmental Assessment (SEA), which is in force since 2010 and has currently 31 Parties (30 UNECE member States and the EU).
